Link exchange is very very important to stay top on PR or search results. Thats how i got PR4 in just 3 months after TechZoomIn launch.
But am totally oppose to the words you said "It’s hard to find good PR Blog that want to exchange link with you". I always welcome every one,if they are really intrested in building a community.
Intension shouldn't be just link it and go away.You should be intrested build community and try to improve your blog.
Its my opinion :)

hmm, what you mean by master blogger? of course there are more expert blogger out there and i still need learn more about it, about this link exchange it's just some tips that i want to share with other blogger and what i write is from my own experience... right now I can't say I'm master blogger but I'm on my way to become better blogger... huhu
